Analysis of the 2024 SNP manifesto

Wednesday saw the publication of the SNP manifesto. We look at what SNP policies could mean for science and engineering.

Plan for R&D investment

The manifesto states that the SNP would prioritise research and investment in Artificial Intelligence to capitalise on the technological revolution and ensure its full potential is maximised in supporting public services.

The SNP also propose devolution of new borrowing powers to invest in the net zero transition and that the new UK Government match the £500m Just Transition Fund for the North East and Moray to “foster innovation and deliver a fair and managed transition to net zero”.

Higher and Further Education

The SNP says it will maintain free university tuition for students in Scotland. The manifesto does not mention any plans to address the financial pressures facing universities in Scotland. As outlined in our manifesto, the financial sustainability of the university sector, which plays a pivotal role in the research landscape, needs urgent attention.

Immigration

The SNP manifesto states the SNP would devolve powers over immigration to the Scottish Parliament to enable them to create a bespoke migration system for Scotland that addresses Scotland’s specific demographic and economic needs. Until then, the SNP says the UK Government should acknowledge the distinct demographic challenges facing Scotland and introduce a pilot to mitigate against labour shortages.

International

The SNP are pledging to bring back the 0.7% Gross National Income target for Official Development Assistance. ODA R&D funding has in the past supported strategic research partnerships with other countries. However, the manifesto doesn’t indicate whether ODA spending on R&D will be a priority.
